Practical considerations include how to define ordering, how to compute indices, and how to handle churn. Ordering can be static (e.g., lexicographic IDs), performance-driven (sorted by measured RTT), or policy-based (preferred providers first). Index computation should be fast and stable — simple hash functions or modulo arithmetic are common choices. To handle churn, systems can use virtual entries, consistent hashing, or fallback rules so that small topology changes produce minimal index disruption. The value of the model is not in replacing dynamic routing entirely, but in providing a transparent, easy-to-audit layer of selection that improves operational clarity and fairness.
